Law Enacted: Charles G. Marceaux

Act 1146 of the 2003 Legislative Session: requires the registration of all home improvement contractor, sub-contractors, renovators, and remodelers, who bid and perform work valued at a monetary threshold of $7,500.00 and above. These contractors, weather self-employed or not, must register with the Louisiana State Licensing Board for Contractors, complete a home improvement registration form, pay an annual $50 registration fee and provide proof of worker's compensation and general liability of contracting work, valued at $7,500.00 and above may result in a fine and penalty of 25% of contract value for each occurrence for contractors not licensed and registered. The board hopes that all 303 cites, towns and villages, town and village permitting offices will continue to cooperate with the board in aggressively assist us in communicating the new law, which has been in effect since August 15, 2003. This is one of the best home owner consumer protections laws to pass through the Legislature. Chuck Marceaux, Executive Director, Louisiana State Licensing Board For Contractors. Chuck Marceaux has twenty-six years of management and marketing experience. Since 1996, the Kaplan, Louisiana native has served as Executive Director of the Louisiana State Licensing Board For Contractors. He also currently serves as a nation board member of NASLA, the National Association of State Contractor Licensing Agencies (whose members include thirty state licensing or permitting entities) and Chairman of NASCLA's Fiscal Policy Procedures Committee.
