Weather-Stripping Metal Framed Windows

Question
My condo has 6-foot-high metal-framed windows (double hung), and I would like to weather-strip them to stop drafts. I was told these windows could not be weather-stripped. What can I do? There seem to be drafts galore near those windows. The frames are set in concrete.

Answer
Any window can be weather-stripped and/or caulked to prevent drafts. Sounds like the maintenance people just can't be bothered. But the windows may not need to be treated. They may be tight and secure, and the drafts may be self-inflicted. The metal frames may be colder than the double-layered glass, and warm, moist in the house wafting along the ceiling heads toward the cold windows; when it reaches the cold metal, it drops to the floor. It is the moving cooled-off air that is the draft. Here is one idea to stop those drafts and save you heating fuel as well. Have inside storm windows made, with wood or aluminum, and insert them in the window opening, a few inches from the main window. They will make a big difference. Since they may be fairly expensive, you can have just a few made for, say, the room where you spend most of your time. You will be more comfortable.
